Yes, but it will be difficult to easily do. The best way to do this is to play a culture capable of pure Cognatic succession (I believe the Basque can do this.)

You will have some heavy opinion maluses for being a woman and/or having a female heir. You will probably want to offset that with an expensive trait like Genius (if you have the ruler builder.)

Feudal realms can have female rulers, yes.
Rather than playing as a single person, you play as a dynasti; You play as one ruler at a time, and when you die, you start playing as your heir, hopefully able to keep your power over the realm.

Yes, however depending on inheritance laws you may not be for long. You can change your succession type to Absolute Cognatic to make it so women always inheret on the same grounds as men, but you can't be sure you'll always have a daughter first. You'll need to make sure to marry people matrilineally as well, so that your children are of your dynasty instead of their fathers. Further, I don't believe some cultures are able to make these changes, such as Muslim characters.

Also: If you don't have the Ruler Designer, there are historical women available to play. I suggest the Duchess of Brittany during the Hundred Years War bookmark. It's a solid location, a really profitable duchy, and a pretty fun scenario to play.

GMF's right. I'd suggest the attractive trait's worth considering, since it'll give you +30 with hetero males, who are the majority of the rulers. It'd also be worthwhile to go seduction focus so you get bonuses to relationships with most males (and the lesbians). Attractive seems to offset the female ruler penalty, and seduction focus helps your lady ruler use her sex as a potent diplomatic weapon. :)

Not smart to use it now, it hasn't been updated currently.

Those files and religions are now differently.
So that will cause a lot of issues.

To play as female in the base game without too much of a hassle.
It is best to select Catharian religion (if you like christian faith)

Infact Catharian Religion has the least penalty and most events work for them.
Sadly there are tons of male only events and decisions.
So as female antagonist you miss out a lot of them.

But other side you also get different event choices as female antagonist.
In the end it was a males world in the middle ages.

Use the ruler creator, if you are not playing Feudal but other government form.
To have a female ruler who is matrilinear married.
