Report a translation problem
- If any of you have made changes to the game files manually, reinstall the game.
- Make sure you both have a legit copy of the game.
- Both make sure you are on the same version, which should be 2.3.6.
- If you played a campaign of CKII restart game, cause it will have changed checksum.
- Make sure both of you guys wait till the checksum is calculated before hosting/joining the multiplayer game.
As for mods, things are tricky. I'de recommend you both disable all mods. Some mods alter Checksum. If you really wish to use a certain mod you must both have it installed.

-We've both reinstalled our games
-We both own legitimate copies
-We're both on 2.3.6 and restart whenever we're not the same checksum letter
-Neither of us are using any mods, though I have all of the expansions, portraits, clothing and unit pack DLC
-As per Racketeer's suggestion we both deleted the contents of /%username%/documents/paradox interactive/ck2/map
I've honestly no idea what remains to be tried. :/
You may try sharing accounts with your friend and let him host if his IP is static. That will solve connection issues as well as allow you to play with dlc
