so, it can happen, and you can do it.
to create it, you must be independant, or all leiges above you must be the shia if you are a vassal. it's a lot easier if you have the sayyid trait, then all you need is 1000 piety. otherwise you'll have to hold specified counties, plus have 1000 piety if you do not have the mizra trait.

I always say if you're looking for a really difficult political game, try starting as the Fatimid Emir of Damascus in 867 and try to become the Shia caliph and survive. It's not impossible, because the bonus from Sayyid counteracts the effects of religious differences so most sunnis won't hate you too much. The danger is mostly having your titles revoked if the sunni caliph decides he doesn't like you.
