How to create de kingdom of Portugal in the 1066 start date

Hello, was wondering how to do this, since the counties that would be part of Portugal are actually de jure parts of Andalusia and the kingdom of Galicia.

In theory, you could take the Duchy of Portucale as your primary title and make a custom kingdom, which would approximate the name and colour pretty well. Alternatively, I think you can form a titular Kingdom of Portugal if you hold all of the land and meet the normal requirements. According to the Title Finder, you need to personally have the Sheikhdom of Lisbuna at least in 769 start.

Pretty sure you can. Just got the option as an empire in my game.
You need the territory and get the option to create Portugal as a titular title.
