Can't plot to kill anyone
I can'yt plot to kill anyone. Not a single person on the entire map. It doesn't even show up when you right-click.

I don't think it works like that. Click on the character's portrait who you want to assassinate and go to the screen where it has all their traits and the like, then if you take a close look just below their literal portrait on said character screen, you'll see a tiny icon that looks like a hand with a dagger. That's how you plot.
Then afterwards you'll have to go to the intrigue tab and either convince or pay people to help you with whatever dastardly thing you've planned.

If you are a minor, you can't plot.

Several things can block plots: being imbecile, incapable, in a regency or prison. I also thought content blocked some plots, but I can't find any confirmation.

Fairly obvious should be that you can only start one plot.

That and if the target is "your child" (or your character thinks it is).
I'm surprised I never really noticed that, pretty strange, but good to know.

Nothing comes up at all. I can't plot to kill anyone, not even a random count halfwau across the world. If I go to the intrigue tab an click "Start New Plot", all I get is a bunch of revoke title plots.

It is from the elder kings mod, however Plot to kill works the same as in vanilla. Also, I can kill ONE person, my character's husband.

That must be a problem related to the mod. Better to post on their forums: https://forum.paradoxplaza.com/forum/index.php?forums/elder-kings-mod.842/ You will need to register your CK2 cd key in order to be able to see the forum.
Yeah, I play mods as well but I really have no way of knowing how they function. Blackwolf is right, it's probably mod related. Also, most mods don't function alongside each other without a lot of tinkering. So if you have other mods enanbled at the same time, try disabling them.
