You should open the archive and extract all the files in the documents/paradox/ck2. Then when you launch the game make sure to select the base mod (after the end). Additional mods, like african faces, should only be enabled if you have the corresponding official dlc.

Second regarding your account, it will connect, unless you're chinese.There are problems..
If you have trouble post a new thread in the Forum Help subforum on the official Paradox forum or post in the stickied "Connect.." thread. Keep in mind you also have to synch Owned Items after connecting Steam, see the stickied thread "Connect.." in the Forum Help subforum for details.
Third, the mod as linked is dead, but now there's a so called Fan Fork version up and running.
It has a thread on the corresponding Paradox subforum, which is stickied/pinned, but...
Suprise, it's also on the Workshop and all you need is to read the desciption and subscribe. ;)
If you can't find it, use the searchbox top right in the Workshop.
Nevertheless, the Paradox forum versions are often more up to date (important in case of bugs), you get more info and it's easier to communicate. The Workshop sometimes causes issues uploading new versions.
