Report a translation problem
To the lower right of your main character portait is a button with 2 rings on it. This will search for possible marriages for that character, giving preference to alliances and higher title rank of the spouse. The list window which appears will have blue flags next to the portrait if the marriage will result in an alliance, grey flags if no alliance. Mouseover the flag to see the alliance. For a beginner, choose one of these since they are the most likely to agree to a the marriage.
You can also use that marriage/rings button to choose marriage/betrothals for your children for more alliances and it works to find brides for your male courtiers although they won't get alliances. For female courtiers, be careful, because they will leave your court when they get married unless the marriage is matrilineal (not usually possible for non-dynasty females).
1. Have their profile selected and click on the little double ring icon at the bottom right of their portrait. This will bring up a filtered list of marriage candidates, screened by culture, religion and proximity.
2. Right click on their portrait and select "Marriage" (or "Betrothal" if you want to check under 16 candidates) to marry someone in your own court.
3. Select a potential spouse using the People search, right click on them and select "Marriage" (of "Betrothal" if one of them are underage) and then select the person in your own court you want them to marry.
There are a few reasons the liege of a marriage partner may not want it to proceed. You can discover this by hovering the mouse over the Send button (actually just above it). Often it will be something like their opinion of you, or "political concerns" (i.e. they're worried you'll end up with their title). Religion and culture comes into it, though within a religion group it's more likely that they dislike you for your traits. Cross-religion group marriages are not usually doable, though there is some leeway with the non-Abrahamic ones.
If it is opinion, try diplomacy or bribery (gifts) to raise this. Political concerns is pretty much a deal breaker.
Note that anyone in your own court will marry anyone else in your own court (gender and close family relationship aside) because you said so. If you're desperate to get your ruler hitched there's always the "invite debutante/courtier to court" option.
Edit: The fourth way to select (which it sounds like you may have tried) is to select the target character directly without a search and right click to bring up the "Marriage" option. Also, another common reason that the marriage won't be approved is that you're frankly shooting out of your league. Crown Princess of Denmark in her own right won't be marrying some minor Count unless it's Matrilineal (which you don't usually want for your dynasty head). The mouseover will show these reasons such as "would prefer a better alliance" or "would prefer a matrilineal marriage".
