Report a translation problem
The linux mod folder is/should be at
~/.local/share/Paradox Interactive/Crusader Kings II/mod
Disclaimer: i'm a Linux idiot, so everything i say refers to using Windows,
except the aforementioned CK2 user files path on LInux, as it was posted on
the CK2 tech support subforum of Paradox.

PS:
4) Hmm.....i just saw the CK2 Wiki still has
~/.paradoxinteractive/Crusader Kings II/mod/
for the user files on Linux.
Maybe look for that.
The same info was around on the PDX forum, but deemed outdated.

Older points i had made beforehand :
1) The folder appears and gets created on the first start.
2) You made it yourself, but it "didn't work" ? Well how 'not work' ?
As in no mods got downloaded into it ?
Do you maybe have a custom created directory for CK2 user files ?
On Windows one can use a userdir.txt file inside the CK2 game files folder
for that with the path inside.
3) Can't you simply search for your CK2 save files you made on your comp ?
When you find these, the mod folder shouldn't be far.
Going by the DontPutModsHere.text file that should be inside that mod folder and what the devs said and former expeirence, you are probably going to experience issues then.
