To help with the specific issue you mentioned of declaring war, once you declare war, you have to raise levies. You can do this by clicking on each county and raising levies, or by going to the Military tab and raising levies there. You will see your units appear in the counties you control. You can also raise vassal levies as well the same way (it will specify if you are raising vassal levies or your own). Vassals will get more aggravated with you the longer you use their army. You have to wait until after declaring war to raise levies. Select the unit to move them on the map. You can combine units and also assign commanders as well to optimize your army.
You can also have a personal retinue of units that are always raised and available, even with no war declared. They are raised via the Retinue tab in the military section. They cost prestige instead of ducats.
