Byzantine/roman empire cant usurp titles?
It's rather annoying that you can't usurp kingdom titles as the emperor or Rome.. it says "merchant republics and patricians cannot usurp empires or kingdoms".. am I a patrician as Rome?
It's rather annoying to occupy all the land of some kingdom and not be able to claim the title for it.
Why is it like that?

Strange. I havent been able to since the beginning of my playthrough. I havent really changed any laws.

They definitely can't at least not if you run them under imperial government as the game usually restricts you to.

EDIT It seems like that would have been something I would remember from my own Roman run. Guess not. Massive pain for sure.

The "merchant republics cannot usurp titles" is just a visual oversight, it also applies to imperials too.

Thanks for the answers. It does show when you hover above the "imperial" where it describes the charactaristics of being "imperial". It doesn't make sense at all to me though why it should be that way.. Who ever thought this would be a fun or good addition?
For me it's a core mechanic, you take over someone's kingdom and then you claim his title when you got more than 50%.. now, you can just sit with the entire kingdom and not be able to do anything with the duchies until that particular king has all his counties conquered..

To be precise only for imperial goverment titles.
Empires of different gvernment type are not affected.
