"establish cairo" decision

so iam playing a norse/hellenic king of egypt and i would like to enact the "establish cairo" decision.
i was wondering if anybody has had any luck getting arround the requirement of holding the "shia caliphate" title.
i cant really usurp the title nor can i recreate it without beeing shia.
is there maybe an exploit that would allow me to get the title?

There should be no way to get around the requirements.

No exploits as such, not realy, but...

- Have your capital inside the same duchy and start a plot to revoke the county
(only possible if Cairo is held by a direct vassal, as far asi recall).
or
- Use your intrigue focus on the vassal until they can be blamed as traitors ,so that you get an imprisonment reason,try to imprison, have him revolt, beat him, revoke county.

PS: Being king of Egypt might actually already provide a plot, but i'm not sure on that one anymore.

sry but iam not sure i understand.
are you saying, that i should imprison the holder of the "shia califate" title to then take all his titles?
i currently control all of egypt and fustat (cairo) is my capital.
the title holder in question is not one of my vassals, although i could probably arrange that.

Oh,no. I got the impression you don't own the county directly already and that you would need to,but now i see you don't need to hold it directly..

Okay i see now.

You want to achieve the renaming of the province, the new holding slots and the (additional ?) barony of Cairo. Got it.

Just for seeing the cairo decision you need to own the shia title already, so i'm a bit confused, but nevermind.

Edit: You can't usurp relgious head titles.
So there is that.

PS: Back to square one....

IF the shia caliph title doesn't exist yet, i'd turn shia to create the title,take the Cairo decision and turn religion back again via capital (assuming its' hellenic) or your hellenic wife (adopt secret religion).

Alternatively you of course still can cheat (outside ironman) and take the title or directly trigger the decision via console or cheat mod.

unfortunately the title does exist and the holder has holding all over the place.
ive come to the conclusion that i cant really do anything about it.
the part that interested me is the two andditional holding slots.
i know i can get up to two slots via prosperity event and great works event but the later should allready have fired but didnt, hence the interest.

anyway thx for responding.

That's all i knew for that specifically.


Quoting the Wiki for the great works event :
.....the ruler must not be at war, the great work must be at least 50 years old and the great work must have at least two upgrades.

War is usually what prevents it from firing,as far as i recall. Tends to trigger during a war and then gets invalid due to it. Then can take quite a while to trigger again.
