Report a translation problem
First of all, you can only edit save files that are not going for achievments.
At least that was the case the last time i had this dicsussion.
1b)
Get a good editor.
For Windows the CK2 standard would be Notepad++.

The save file needs to be unpacked (uncompressed) to edit it .
So when yours is unreadable and likely compressed, then manually do a new save by unticking the box bottom right.
3)
Unabling means it's currently disabled and then it also mentioned in the save file.
Do not have the game running.
So open the save file.
Not far from the top you will see the game rules.
Simply delete the line for aztect invasion.
Save. Done.
Laucnh game to test.
As long as you do have the DLC, the aztect invasions should now be possible again.
PS: When and If you want to do the opposite, the quickest way is to start a new campaign with the game rule you want to use, then save and simply copy and paste the respective game rule line from that file into your old.*
IF you are worried about ruining your old save file by accident, then make a copy.
Alternatively you can find game rule definitions in :
Steam\steamapps\common\Crusader Kings II\common\game_rules\00_game_rules.txt
