Though that changes it to the top liege culture, not the direct holder.

The only other option is the one i mentioned in 2016, which does only take the direct holder of the privince into account.

It changes culture conversion so vassal kings/dukes (and any counts under them who share their culture) can have culture conversion even if they differ from that of their liege.
Without this mod the only way to get culture conversion to a culture other than your own is to have the county's top level titel be a city so it is a republic government type and have the Reaper's Due DLC (this adds crown focus to the game which has an event to change the culture of a province. But only large dukes/kings can do crown focus as vassals, but repbulic vassals of all sizes can do the crown focus). Note giving a bunch of counties to republics isa great way to power develop lands (as one of the crown focus events gives a county another holding slot).
