I’ve never used it but it wouldn’t make sense for one program to run a file converter and then drop it in a entirely different programs folder.
having bought the EU4 bundle on HB the other day I was hoping to pick it up in the next sale.
Edit: found it via steamdb with a different appid for anybody else looking.

It's not broken, it's not updated to the current version so you need to roll back to the versions of CK II and EU IV the converter is updated for. Otherwise while it may spit something out there will be plenty of really weird things in the resulting file.
