Can't raise all of my demense levies.
So I just countered this weird (bug)? I was playing as High Chief of Satakunta, one of the finnish tribes. I gathered some gold, hired mercs and pressed my claims on two different counties gaining them under my rule. Now, about 10 years later, I noticed that I can't raise neither my own levies nor my vassal shaman's levies in these counties. I can see these numbers being counted to my total levy count, but can't seem to find a way to raise them. The "raise levies" button which you can see when in county's menu, is greyed out. Has anyone a solution for my problem?

It is possible they're tribal levies and need to be raised by one of the other buttons? The buttons below the feudal levy raising button.

I have restarted the game few times already, without a difference. And no, they aren't tribal levies. I own those tribal villages myself and those levies count to my personal levies number, but when I try to raise them, I can only raise levies from different counties.

So I have about 1000 levies from my personal demense and I personally own 4 counties (with tribal villages). When I raise my levies, 500 troops rise to arms in two of my counties, but it still says I have 500 unraised. I have tried different ways to raise those troops, but there just isn't a way to do it.

This really made our (yes, a multiplayer game) unplayable for me, as for a tribal chief, every troop is necessary to be able to siege down hostile provinces.

when you capture a county, there is a debuff of -200% troops growth for a period.

Unlike feudal counties, where you can raise each barony, in a tribal county you can only raise levies for the entire county (i.e., it's either on or off). Sometimes the miniscule temple levies will "come along" if the casus belli appeals to them.

Things that can prevent tribal levies from appearing are:

(a) The county isn't really in your demesne right now, for some odd reason.

(b) Levies have already been raised, and are somewhere else on the map. This is especially common if you inherited or otherwise got control of the county, and the previous owner had his troops off on some expedition.

(c) Levies were completely destroyed in a previous battle or war, and haven't rebuilt yet (this is rare, but possible). Hovering over the "call levies" button on the county window, on the lower left of the screen, reveals how many you can call out.

If none of the above, and I've encountered this bug trying to organize for a war, I just dismiss ALL my levies (F6 > Levies tab > Dismiss Levies button) to clean out any lingeringconfusion, then call them all back up again. Incidentally, the same can happen with ships, which sometimes "hide" underneath empire, king, or duchy map icons.

It doesn't appear there's much you can do to fix the problem.

As you have already said, you conquered the province and the troops are part of your troop counter, meaning they should be available. For some reason, there's something blocking your ability to raise the troops. As an experiment, you could try to give the titles to someone else and see if that help things along -- in either case, I think you should try and send the save game to paradox so they can investigate the problem.

If you're playing with any mods, try disabling them and see if it helps -- remember to tell paradox if you do have any active mods and which those are (including version).

So here is a little fact list:
- Multiplayer game, 2 players
- All mods disabled on the ck2 launcher
- All major expansions on, except Sunset Invasion (I have it, but not activated)

It should cover most of the things I have tried. One thing that isn't on there, is that I also can't raise my temple vassal's troops in these counties.

So is this a bug or am I missing something here? I have played ck2 ~200h and never have I had this problem before.

Definetly a bug and a quite obscure one. Go to the offcial forum, link to the video and give paradox a copy of your save game.

I now know what the problem is (thanks to a fellow at paradox forums). So before I acquired these two problematic counties, their owners went to war against each other. They then had raised troops in these counties. These units are still under their control, because their war hasn't yet ended. So now I'm here stuck, watching how the northern tribe doesn't have enough troops to siege down the southern tribe's province, and the southeners don't have troops to kick the invaders out of their lands. And I can't use half of my levies, because they are already levied, ffs. This war has now been going on (if i remember correctly) over 15 years.

If you can raid, you could help the northerners by raiding the southern tribe -- you'll get a bit of cash and they can end the war.
