How can I be a master seducer?
I chose seduction focus but I don't know that do I have to "fall in love with my victims" for getting master seducer trait or not?

Seduce as many people as possible.

Being in love or Veni Vidi Vici doesn't matter right?

I believe you have to seduce a certain amount of people, then an event will pop up asking you if you want the Master Seducer or Hedonist trait. Obviously if you want master seducer, you pick the former.

I was wrong, here's an explanation on how to works.

At the end of any seduction event chain that results in a tumble, there is a chance of "leveling up" your seducer status. Specifically, if it hasn't leveled up yet, there is a 50% chance of moving to level 1. If you're already at level 1, there's a 20% chance of moving to level 2. If you're already at level 2, there's a 10% chance that you acquire the Master Seducer trait.

For completeness, I'll mention that, in addition to the above, the following events are associated with completing a seduction chain:

If you are neither Chaste nor Lustful, there is a 15% chance that you become Lustful.

If you're Chaste there's a 50% chance that you cease to be Chaste.

If you're an Amateurish Plotter, there's a 10% chance that you will become a Flamboyant Schemer.

If you're a Flamboyant Schemer, there's a 5% chance that you will become an Intricate Webweaver.

If you're an Intricate Webweaver, there's a 1% chance that you become an Elusive Shadow.

If you are not a Court Vixen/Tomcat, there's a 5% chance that you'll become one.

You can also only have 1 life-style trait per character.

So if you got one from a different focus, you can't get one from another.

I have a general rule with these sorts of things. If there is a 10% chance for something to happen in this game such as getting that trait level up which is basically a 1 in 10 probability each time you successfully seduce someone, then if I don't get the level up on the 10th try I will do it with the console.

Reason is, I think that such low percentages for these types of things are unreasonable. You could easily seduce everyone in the world and still not get Master Seducer with a 1 in 10. So I just treat it literally. I HAVE to get it within 10.

Give them the D.

Seduce like there's no tomorrow.

I found that I needed to make the targets fall in love with me as opposed to the 3 F's. so basically I had a pile of lovers in my character screen, and only by doing this was I able to get anywhere.

I was spawning debutants after debutant and seducing them as I had already banged everyone's wife in my kingdom, so I can relate to the 50 or so conquests and getting no where. but after I decided to string them along and not Veni Vidi Vici, it started to make progress.

This is true, but you can't get the Casanova achievement with the console enabled.

Actually I have gotten it with no lovers or only one. I chose 3 women in my court, I repeatedly seduced them and re-seduced them (since leveling up hapens after the tumble) until I got the trait and then just chose the best person as a permanet lover and went on to another focus.
