How do you get the 'Delve into classics' decision?

I've tried everything I can think of, have the scholary lifestyle, be lunatic and control all the baronys in Athens as a Greek Orthadox, does it take time for the decision to pop up? Can anyone tell me how they did it please?

Is orthodox a heresy by this point? Cause you have to be from a major christian religion and not from a heresy.

Also, your capital has to be in Italy or Greece

My capital was Athens, and I'm not sure about Orthodox heresy, I'll try being a Catholic.
It didn't work.
How did you do it?

Completely controlling Athens plus being greek plus being orthodox (unless it became a heresy, pretty common with iconoclast turn in the 769 start) plus scholarship focus should have worked, the decision should have appeared on the intrigue menu, it worked for me.

a broken mod, it seemed like it was compatible but it wasn't
