Can't go into seclusion. Someone explain.

I've played this game to death. And I don't know why I can't go into seclusion all of a sudden. The black death is literally on top of me. And my decent character just got the plague plus my doctor ♥♥♥♥♥♥ up. I'm gonna lose a pretty decent charater now and I'm ♥♥♥♥♥♥♥ pissed because I don't even know why I can't go into seclusion. Is it a bug? It's ♥♥♥♥♥♥♥ up my game! I would never in a million years let it reach me before going into seclusion but I can't for some reason. Does anyone know why I can't?

I have all major dlc's and I'm playing as a finnish character, unreformed pagan and tribal. I don't know of any laws in the game that should prevent me from going into seclusion and I don't think that is the issue since all my vassals are in hiding. I got no events no modifers explaining anything. I'm literally at a loss here. I was plying ironman, but I feel like the game screwed me over so I wanna cheat and save my character now. I don't even know if it's possible on ironman since I never need to resort to that kinda thing. Plus I don't want to abandon the campaign.

i'm pretty sure the only option is to close the Gates via the intrigue menu when a plague is affecting your lands... is this what you mean?

Yes. But the option isn't there.

I know this is like 3 years later, but I came across this because the same thing was happening to me. I did a bit of testing and apparently tribals can't go into seclusion, and somehow I never knew that despite the 2000+ hours I have in the game.
