Werner von Habsburg is the count of Basel in the high medieval bookmark (1066 start). and probably other Habsburgs in later startdates.

i think there is also some unique decision to form the house Habsburg when you rule that province in earlier startdates

You need to be of the Etichonen dynasty and hold the province of Basel as well as have 500 gold to establish Castle Habsburg which will change the dynasty of you and any living close relatives to the new Habsburg dynasty.

If you play the a member of the Etichonen dynasty in one of the pre 1066 starts (or maybe it's only the 936 start) you can establish the Habsburg dynasty via the decision menu.

Taking the decision requires you to own Basel and have 500 gold, taking it will add Castle Habsburg to Basel and will change your dynasty (and the dynasty of any close relatives) from Etichonen to Habsburg.
So can you give me some advices about how to play as a count? I was playing as Habsburg in 1066 conquering the territories of the duchy I belong to and when I wanted to adquire the title itself from the duke the Pope didn't want to give it to me (I conquer all the territories) or the Emperor didn't give me a title

Wow, I have 1000 hours and I never heard of this. Do other dynasties have similar decisions?

Pick theology focus and make the pope like you, plot to claim your de jure duchy, then request claim of an elector duchy to the pope and make it your primary title. After that make everyone vote you to be emperor.

This was only introduced with the Iron Century Update[forum.paradoxplaza.com] a few months back, so most of your hours I'd assume pre date the decision's existence.

I don't believe there are any other dynasty specific decisions, there aren't any listed on the wiki (neither is the Habsburg one though) and I don't recall hearing of any others, so I'm reasonably certain it's just the Habsburg one.
