Report a translation problem
Only thing I could imagine is that a province has the building from the start but there was a mistake and it doesn't have the tech for cultural building I yet. Not sure if thats the case, but might check, otherwhise somethings buggy.
I've noticed though in my current game buildings prefixed with "Steppes" exist if my ruler is the right culture and vanish (not just inactive, actually gone) if ruler changes culture. These buildings replace Barracks and Stables (and those vanish too if my ruler changes back to the culture enabling the Steppes buildings). Super annoying. I've just given up on those buildings as I'm doing Seniority succession in a sprawling empire and while all rulers change to a single culture (that matching my domain lands) after succession there is a period where they are their old culture and any investments in those buildings are lost. Horse Lords has more than a few quirks, and this is one of them.
Other than the weird steppes buildings though I've never had any problems building stuff for a culture different from the ruler as long as the county culture matched the building culture. If it changes, you need to build the new building for the new culture (the old building remains but does nothing, just in case culture changes back)
You can scroll through the buildings, have you tried scrolling to see if it's there?
