Cultural building problem
So the buildings are cool and working with the culture but suppose that I'm a german ruler and there is an italian province with their building. It functions well as long as their culture stays, but once the county's culture changes to one with another cultural building, the building becomes inactive and I can't build the one for my culture. Any help?

Most cultural buildings work until the county itself changes culture (which is slow and unlikely even if you hold it directly, and almost always needs a neighbor of the new culture and an unbroken chain of control with identical culture from lowest count to the highest title).

I've noticed though in my current game buildings prefixed with "Steppes" exist if my ruler is the right culture and vanish (not just inactive, actually gone) if ruler changes culture. These buildings replace Barracks and Stables (and those vanish too if my ruler changes back to the culture enabling the Steppes buildings). Super annoying. I've just given up on those buildings as I'm doing Seniority succession in a sprawling empire and while all rulers change to a single culture (that matching my domain lands) after succession there is a period where they are their old culture and any investments in those buildings are lost. Horse Lords has more than a few quirks, and this is one of them.

Other than the weird steppes buildings though I've never had any problems building stuff for a culture different from the ruler as long as the county culture matched the building culture. If it changes, you need to build the new building for the new culture (the old building remains but does nothing, just in case culture changes back)

Strange, when a province changes culture the old building becomes inactive, so far thats normal but you should be able to build the new one.

Only thing I could imagine is that a province has the building from the start but there was a mistake and it doesn't have the tech for cultural building I yet. Not sure if thats the case, but might check, otherwhise somethings buggy.

Okay then, thanks. By the way, some cultures can build special buildings on steppes FYI. (CK2 wiki).

Do you have the required tech?

You can scroll through the buildings, have you tried scrolling to see if it's there?
