Report a translation problem
I assume a manual file download and not from the Workshop, right and what type of file ?
How did that not work ? What did you do exactly in what order and what do you see , etc.
Did you unpack the manual downloaded file ? Are you sure the folder is not accidently called "mods" or in any way wrong ?
Another mod or what ?
Be sure to not download and install a mod (manual or via Workshop) if you still got an old version of it inside your "mod" folder. Delete/rename/move the old one before you install the new one.

Having done so, when you open it if the mod is installed properly there should be two items present for the mod. A file with the mod name and the .mod extension and either a folder or zip file with the same basic name. I don't use game of thrones so don't know which approach they use or the specific name but it should list out something like:
got.mod 04/15/2020 10:15am MOD file 1kb
got 04/15/2020 10:15am winzip file 56,472kb
(note that I said something like this, not exactly this because I don't know the specifics of that mod)
If both elements are not there then the mod won't work.
If the problem keeps going to occur, just wait till CK2 installed and then install the mod.
(just for a heads up; check if you need to have any DLC for the mod to run)
No DLC required for AGOT to run..
