That hasn't been true for several years now. 50% was the recent standard, apart from the base game. Only on the anniversay early february did the Paradox store have everything for 75% as in the early few years of the game and that wasn't the case on Steam or anywhere else, as far as i know.

Not directed at you particularly, but here's some deep lore for those interested.
Yeah, Paradox pulled some interesting sleight of hand with the game's pricing a couple years back. Initially, they tried raising the base price in certain countries to (insert PR spin here/ make more money), the community revolted, so they "reversed" those changes. Only now, instead of raising the prices they just nerfed the sales across the board from 75% off to 50%. That 50% off price should always be considered the actual value btw. If this game isn't on sale, don't even consider buying it at sticker price. Most people know to wait for the sale anyway, but now more than ever, it's worth mentioning.

I don't have that much of an opinion on the DLC issue, but I couldn't agree more on the starting date. I'd personally recommend starting as a Catholic ruler in the 1066 High Middle Ages start date. That way you can learn the basics on how to manage and expand a realm without the constant overhanging risk of being holy warred or invaded out of existence.
Ireland in 1066 is supposed to be newbie island (haven't tried it myself, but it sounds about right). Ireland in 867 is a hard struggle not to be a ♥♥♥♥♥ for the Norsemen, and 769 is about three decades before the situation is the same.
