If you are able to raid: select a non-mercenary army you own, make sure you are at peace, make sure the army is in your own lands and in the right of your army's 'tab' there is a greyed-out 'raid symbol' which looks like torches. Click it, it will turn red, now that army is in 'raid stance'.
To raid: go to an enemy county and if you see a tiny torch symbol above your army, that army is raiding. You can raid counties neighbouring yours, and the money and prestige will be added automatically. If you are raiding counties farther away, they need to be coastal (or river for certain pagans) and you need to have ships in the adjacent sea/river. The loot you gain will then go to those ships and once you return those ships to your harbors, you get the loot/prestige.

The generic troops (steward) and Zealots (Priest) the other councilors can raise can't raid. (be careful about zealots, they work like Holy Order troops and won't fight/siege vs same religion).
Only Levy and Retinues can be toggled for raiding.
