There's a reason I posted it on here and not on the clusterfrick that are the Paradox forums. Saying 'go to this insanely useless place and post the exact same thing there after having made a useless account' isn't helping.
Every other year you get the random society events and a couple days later you get a mission assigned to you. Keep in mind that this gathering of the minds events has to compete with other random events such as gaining a friend/rival, being low on ingredients, etc.
When I say once every 2 years, I mean that these conditions are evaluated during a single day every other year. (The month is random, but the day of the month is always the same.) So if you happen to be busy during that one particular day of the year (maybe holding a feast or summer fair), say goodbye to your event and your society mission.
Hmmm, it'd be one hell of a coïncidence to have that happen every 2 years for a full lifetime. I do the Thorem Paper Missiosn and the Gather Ingredients every single time I can, but I'm 100% sure I never do it on the exact same date as the previous times.
Well if Paradox doesn't care it won't change.
Frustrated, I was already looking into console commanding what should be happening automatically when it suddenly fired by itself! I am currently exploring its possibilities.
TL;DR we might have been unlucky or it might be a bug, but the event can still occur in v3.3.1.
