Report a translation problem
A while back Horse Lords, Jade Dragon & Rajas of India where offered as a bundle because they are considered thematically & geographically related. So maybe see if you can buy both or all 3 with lower prices during the next sale.
Jade Dragon adds interactions with China and some new CB's and rally points.
Both add the Silk Road and tributaries.
It really depends on where you're going to be playing, if you want to be playing in the Steppe Horse Lords would be better, if you plan on playing in India or Tibet then Jade Dragon would be better, and if you aren't planning on playing either then get whichever.
Slight correction: forts are available without Horse Lords. It was released in the free patch at the same time as Horse Lords, though, which might be a cause of confusion.
Other adventurers can be present without Horse Lords, but Horse Lords adds raiding adventurers. They are the most game-ruining feature in the game and it should be considered a great blessing to play without them, heh. :)
They're not a problem to deal with practically speaking. They're an extreme annoyance. Think gnats. Have to swat them constantly. Annoying as heck.
Probably should have clarified raiding adventurers not adventurers in general. I don't find them too bad though, they can get annoying at times but they give the army something to do in peacetime.
