Horse Lords Or Jade dragon
I am planning on buying one of these which is better?

I'd go for Jade Dragon. Horse Lords adds raiding adventurers, which turn the whole playing experience into a living hell. You can reduce them or turn them off in the game rules, but any option but the default disables achievements. :(

And both unlock the Silk Road. lol

A while back Horse Lords, Jade Dragon & Rajas of India where offered as a bundle because they are considered thematically & geographically related. So maybe see if you can buy both or all 3 with lower prices during the next sale.

Horse Lords adds the nomad gov type, forts and adventurers.

Jade Dragon adds interactions with China and some new CB's and rally points.

Both add the Silk Road and tributaries.

It really depends on where you're going to be playing, if you want to be playing in the Steppe Horse Lords would be better, if you plan on playing in India or Tibet then Jade Dragon would be better, and if you aren't planning on playing either then get whichever.

If raiding adventurers are a problem for you, then you do something seriously wrong anyway.

They're not a problem to deal with practically speaking. They're an extreme annoyance. Think gnats. Have to swat them constantly. Annoying as heck.

My bad on forts, I just read straight off the dlc page on the wiki and it listed them.

Probably should have clarified raiding adventurers not adventurers in general. I don't find them too bad though, they can get annoying at times but they give the army something to do in peacetime.
