Why can't two characters get married/betrothed?
I don't even see an option for these two characters to get married in the list of characters , i'm not sure why.

Character 1: My son,age 28, heir to the kingdom of Irland and Wales.He's landed, an Earl of just 1 place in Wales. He has no other claims. He is Christian Catholic

Character 2: My niece, age 8, queen of England. She is Jewish Israelite.

What's stopping me from getting an option to marry them?

Your niece should be in your court.

And are you sure you are doing it right ?
You need to right click on your aon portrait, and offer the betrothel.

Since he's landed you will need to right click his portrait and click "arrange betrothal" (because she's underage and can't get married just yet). You can then offer him to betrothe your niece.

If your children are landed you lose control of who they marry (they will usually stick with betrothals). That's why the game tries to force you to land your sons, to screw with your eugenics program.

You can still suggest the marriage, but he's not forced to accept it.

To start, since none of them is in your court, you might be limited to the "arrange betrothal" diplomacy option, which only shows eligible people in your court.

If you selected "restrict marriage" before your son left your court, or within 10 years since he started to rule, you should be able to do it by clicking the rings button under his portrait, which shows eligible people in diplomacy range.

Then, there is the fact that they're both landed, which means they won't accept marriage offers they deem unfavourable (they wouldn't preserve their dynasty on the throne), unless they're of the same dynasty.

Last, but not least, they view each other as infidels, so they'll never accept a betrothal/marriage without a favor (Conclave DLC), unless you allowed interfaith marriages in the game rules.

I assume too much of an age and rank difference or too closely related, but not sure on the latter.

Only 20 or so years apart, she could get betrothed to people older than him, so not age. One is Heir to king and other is king, so not ranks. Maybe your right is the last one.

I've looked thru all the family tree's and that, these guys have the same grandparents. This means they are cousins. WHY THE HELL WON'T THE GAME LET ME HAVE INCEST???

Cousins can get married, so that can't be the issue.

That said, I believe Miku gave you the answer above. They're both landed so you can't suggest them to betrothe each other, since that option is only available if one of the two belongs you YOUR court.

Age difference matters (but not always) and i had this happening with similar ages a short while ago, so nothing to do with the 'too old to marry or give birth' limit. No idea when though, but that's what the tooltip said.

Could be political concerns.

Would be better if one would be landless, but as that's not the case and there's not tooltip to check it's hard to say.

Maybe one of them is currently stuck in an event chain and thus unavailable.

Maybe make your son a councilor , so that he's in your court. That might make him available whe you select her marriage ring...maybe...

She is queen of england, so not in my court. I guess it's that they are both landed. I got my son to marry someone landed, maybe a male has to marry a female with a lesser or equal rank to them?

Son is already a councillor (he just says yes to everything I suggest :D), so not that :( I think is to do with ranking.

At this point, I'm sure the reason must be that you cannot bring up a menu that lets you pair them, as I can't see any blocking factor.

Not rank, as relatives of kings are considered on the same level as kings.

Not the fact they're cousins, as marriage between cousins is allowed (even in real life, just a few countries consider it illegal), as well as being relatively risk-free in terms of potential inbreeding.

Not religion, as her menu clearly brings up Catholic men from your court (whether she would accept, it's another matter).

And of course, they're not married/betrothed to other characters, nor do they have traits that prevent them from being engaged (like Monk/Nun).

If your son was in your court, you would likely find him by accessing the "arrange betrothal" diplomatic option by right clicking on her portrait.
