How to make a ViceRoyalty?

First, you have to be an emperor. Second, you have to meet the requirements to be able to pass the law allowing viceroyalties. I don't recall the requirements at the moment, but if you look at the tool tip for viceroyalty in the laws window it will tell you what you need to do. Once the law is passed, grant the viceroyalty to a deserving vassal de jure to the targeted kingdom (it can actually be any landed character in your realm, but it keeps things easier to grant it to a de jure duke). All de jure vassals in that kingdom will transfer to the viceroyalty, and all of your other vassals will get a -2 opinion of you for granting it.
i can't find the viceroyalty buttom and I'm emperor of Hispania. does it need a DLC?

Thats only true for vassals who DON'T hold a vice-kingdom or vice-duchies, people holding those dont get a negative opinion modifier, so in general; dont mix normal vassals and vice-rulers in your realm.
