And just as a sidenote, the recommendation to play Mumu in Ireland as a first game is ment for the 1066 start (the original CK2 startdate). Its still not a bad starting place in other times but you might face some problems, for example in the charlemagne and viking start you might get targeted by planned invasions of viking chiefs wich can be pretty hard to defend against.
Raiding can't be activated while at war. (You don't need to be at war for raiding).
As tribal Mumu being at war or trying to enable raiding while non-looter troops (Event troops/Mercenaries/HO) are mixed into your army are the only Xs you should have. (Seperate them out with the detach special troops button and see if you can toggle looter for your levy).
If youre at least duke, i would build more holdings. If you have 0 dlcs i would suggest you to build castles.
Do i start having to get boats and start ransacking boats?
Never even heard of that happening. Pretty sure you have to be in your own realm to set an army to raiding.

1. Tribal rulers can only build temples and tribes
2. Tribal levy size is determined by the amount of empty holding slots, so this is really not a good idea in your demesne. You get 50% more troops per empty holding.
IIRC this also affects your fleet size.

2.) let vassals upgrade the holdings from tribes to castles/cities.
You need just 1 vassal of the correct government, Or 1 holding of the correct type to do this, it shouldn't be hard to acquire.
Castle gives more levies than extra +50% (additive) units from a tribe
And in case youre playing with conclave or legacy of rome, the gold is more important.
