How to create an empire

I don't see it as an option is it a expansion/dlc that i didn't get? or is it a mod

Assuming you talk about custom empires which is Charlemagne DLC, not vanilla ones that need 80% of de jure land, you need:
Must be independent king-tier adult ruler.
Can't be a prisoner nor incapable
Have at least 8000 prestige.
Have at least 180 realm size OR hold 3 kingdom titles.
Have at least 1000 gold.

If you mean custom empires you need the Charlemagne dlc, it'll be an option in the intrigue menu. (8k prestige, 180 realm holding or 3 kingdom titles)

If you mean de jure empires then you require 80% of the de jure land, 2 kingdom titles, 600gold, 400 piety and there may be extra conditions[ck2.paradoxwikis.com] depending on which empire.

Price seems to be different depending on the realm. I made scandanavia last night for 300 gold and 400 piety. Made kingdom of finland for 200g/300 piety. (Had to make finland due to needing 2 kingdoms). Cost of scandanavia seemed to change as i got more land in it. May of been something else that changed it tho i dunno.

How much it costs changes depending on how much piety you have, the more piety the less it costs up to a 50% reduction at 1k piety. Probably should have included that lol.

Ah nice, that explains that then. I had around 1300 or so when i made them.

You'll get an alert, but the empire flag is hidden for some reason I've never been able to figure out. Go to your kingdom screen and click the little box that says "de jure". THe empire flag will then appear there and you can click it to see what you're missing.

You need 80% of the area in the empire and two kingdom title. They don't have to be titles inside the empire though, so you can conquer let's say Scandinavia as the King of Saxony and still have that count as one of your king titles.
