Can't be a prisoner nor incapable
Have at least 8000 prestige.
Have at least 180 realm size OR hold 3 kingdom titles.
Have at least 1000 gold.
If you mean de jure empires then you require 80% of the de jure land, 2 kingdom titles, 600gold, 400 piety and there may be extra conditions[ck2.paradoxwikis.com] depending on which empire.
Price seems to be different depending on the realm. I made scandanavia last night for 300 gold and 400 piety. Made kingdom of finland for 200g/300 piety. (Had to make finland due to needing 2 kingdoms). Cost of scandanavia seemed to change as i got more land in it. May of been something else that changed it tho i dunno.
Ah nice, that explains that then. I had around 1300 or so when i made them.
You need 80% of the area in the empire and two kingdom title. They don't have to be titles inside the empire though, so you can conquer let's say Scandinavia as the King of Saxony and still have that count as one of your king titles.
