What is the "experimentality" attribute for commanders?

greater range for RNG, I think. So they can do super amazing or super poorly. Not that great a trait unless you're at a disadvantage hoping to roll a win.

Yes, the plus 30% modifier. What does it modify?

Also unless my understanding is incorrect, I thought the only rng for combat was the tactic choice, and everything else is a static variable that goes through a bunch of modifier calculations.
