I did this when i first learned to play this game.

You can get supernatural events even in Ironman mode, unless you specifically undo them
Here's how the Bear Event is triggered: There's a base 1-in-10,000 chance every year that the event "bear.7" is triggered, assuming that the Supernatural Events rule is turned on. It can also only happen for a feudal or patrician ruler (so it woun't trigger if you're nomad or tribal, I guess? Kind of weird that you can't get a Tribal bear, but whatever.)
That 1-in-10,000 chance is modified by your traits. The event is 10 times more likely to fire (per in-game year) if you're a Lunatic, 2 times as likely if you're Paranoid, and 1/5 as likely to fire if you're Trusting.
bear.7 selects one of your close family members at random who:
-Hasn't already been set as a Secret Bear
-Isn't a prisoner
-Is at your court
-Is an adult, and younger than 40
-Isn't Incapable (no turning into a bear when you've got a bad case of the Flu, I guess?)
-Is an AI
It then gives this character a hidden flag called "secret_bear," and the player gets a number of events about how that character is acting weird, culminating in the "Bearly Legal" event. You can either transform the character back to normal (bear.6.undo), let him go about his business, or (if you're a Cannibal, Lunatic or Hunter, you can kill the bear: if you use the option unlocked by the Hunter Trait, then you also get 100 Prestige.
The event chain ends here, so it's really up to you whether you want to turn him/her back, keep him/her as a bear, or hunt The Most Dangerous Game.
The bears are an ongoing joke in Paradox games not really related to it.
