2. I sincerely doubt it's the save games folder as such. IF somehow related i suspect it's the number of files, so deleting old ones and leaving current ones, let's say leaving ten files should suffice. If that works it might be a memory issue with the game launcher or the AV.
3. If you still want to proceed then renaming in Documents the CK2 folder (as a whole) or the save games folder only will be enough. You then can transfer the save files later.

(If you dont have a Documents shortcut or inside your File Explorer, then
C: User/username/Documents/Para.../CK2 as above)
Just mentioned the first as i wasn't sure of this.
Everyone have similar start problems, but often for different reasons. so it's hard to know.

apart from deleting 'save games' folder, but as i said, i can imagine a memory issue in such case with too many files in it, but that's pure speculation.
