Well regarding Steam you can add the game or DLC to your wishlist and then you should get an email when it goes on sale, if i remember correctly.

Is it really a "sale" if the sale price is twice as much as it cost 3 years ago?
That's the difference between 50% and 75%.
They haven't done 75% sales outside the base game anymore for quite a while, actually when Steam stopped doing the daily deals or whatever they were called. They went down to 66%, then 50%, as its now.
Definition of on sale:
NORTH AMERICAN
An item(normal retail price) is offered for purchase at a reduced price.
So yes, it would be considered as a sale.
