"Build observatory" bugged?

I've had this happen to me a few times. I pick scholarship focus, which unlocks the "Build observatory" decision. However, if I don't enact it soon (in a few months), it disappears and can't be enacted by my current character at all. Even if I change my focus and go back to Scholarship in 10+ years, I can't build it. Can someone explain to me wtf is going on?

Have you tried scrolling all the way down the intrigue decision list? It's possible you are ineligible to enact the decision currently for some reason...

Yes I have. Also this decision has no condition besides owning 25 gold if I remember correctly.

The decision is not available as soon as your character does something else and has the
do_not_disturb flag. So if you are busy or caught in an event chain, then that should be the explanation...assuming that i read that allow section of the scripted decision correctly.

If it's disappearing from the list, the relevant section of the script is the "potential" part. So possibly the OP managed to become a scholar/mystic without the WoL event chain (Hermetics or a monastic order sending him on a pilgrimage).
