Norse-East culture.
When I hold the kingdom of Mongolia I need to be only norse religion, or culture aswell? I am Swedish culture at the moment.

Actually, you need Norse culture, religion doesn't matter.

Well at this point there are no Norse charackters. I changed to Swedish culture long time ago, tha's dumb.

Change your culture settings and try again thats how you learn the game man. :>

What does changing culture has to do with learning the game? Most of the times I can't stop auto conversion, same with frankish and frentch cultures. If I am in de iure norse territory after some time in certain period norse culture will change to Swedish, Danish or Norwegian. Inform yourself better before giving this "advices". Only thing I can do is to create new game in early start. Even't doesn't trigger if I am not norse culture.

You can "resist" the culture change if you really don't want it. Don't culture convert your character (obvious one) and make sure your court tutor has your desired culture and religion. Tutor requires WoL I think, but even if you don't have that, make sure your sons (especially) are tutored by people with not only the desired traits/stats, but also culture and religion. Check if you have any heirs to vassal titles in your court, make sure they too are educated in the "proper" way.
When possible (if you've revoked a title due to rebellion or whatever), replace the title holder with someone of your culture. Right-clicking and creating new vassals for lower tier titles will always produce a character of your culture and religion.
Also, send your councillor to "settle tribe" if you can (can't remember if it's pagan or tribal or both), to convert a county to your culture.

Edit: seems it's Conclave giving court tutors, and yea, forgot to say: chose heritage focus for any child of the wrong culture/religion

Norse will change to swedish, danish or norwegian ONLY in Skandinavia - meaning as long as you stay out of that area your culture will stay norse. So basically:
- stay away from Skandinavia
- stay away from frankish, breton or occitan provinces, as norse will flip to norman otherwise.

Also, if you check the wiki, there are certain criteria that need to be met for a culture change to happen.

"There are special events allowing some cultures to give rise to new ones, and allowing these new cultures to spread quickly within the old ones.

Norse splits into several cultures starting in 950.
Province flipping stops if the top liege is Norse and holds either an empire or multiple kingdoms (it doesn't matter which ones) or if the province owner's head of religion is of Norse culture.
Ruler flipping stops if the top liege is Norse and controls Uppland (Sweden), Akershus (Norway), and Sjaelland (Denmark).
Provinces can flip back to Norse after 1150.
Norse does not suffer 'foreigner' penalties with its child cultures."

Play accordingly... :)

Thanks for responses in actual topic. I tried this method when I played Karloman but untill a certain point so many counties and vassals converts that it is better for stability to follow the change. Which I did. I was thinking starting culture is important not what I do later. If I start as a horde that controlls mongolia and than educate my heir to norse I can get achievement that way?

Again, from the wiki:
"Norse culture is required, not Norse religion. Does not require starting as Norse. If going from west to east, it might be easier with Horse Lords disabled, as the steppes would then be tribal."

Those requirements are making this too easy lol. I thought they are same as for Norse India. Okay thanks for clarification.

Okay I found a way to convet to norse even if all Scandinavia is converted. I gave my son to the Captain of the Varangian Guard which is still norse for some reason. That should work.
