Report a translation problem
When possible (if you've revoked a title due to rebellion or whatever), replace the title holder with someone of your culture. Right-clicking and creating new vassals for lower tier titles will always produce a character of your culture and religion.
Also, send your councillor to "settle tribe" if you can (can't remember if it's pagan or tribal or both), to convert a county to your culture.
Edit: seems it's Conclave giving court tutors, and yea, forgot to say: chose heritage focus for any child of the wrong culture/religion
Norse will change to swedish, danish or norwegian ONLY in Skandinavia - meaning as long as you stay out of that area your culture will stay norse. So basically:
- stay away from Skandinavia
- stay away from frankish, breton or occitan provinces, as norse will flip to norman otherwise.

Province flipping stops if the top liege is Norse and holds either an empire or multiple kingdoms (it doesn't matter which ones) or if the province owner's head of religion is of Norse culture.
Ruler flipping stops if the top liege is Norse and controls Uppland (Sweden), Akershus (Norway), and Sjaelland (Denmark).
Provinces can flip back to Norse after 1150.
Norse does not suffer 'foreigner' penalties with its child cultures."
