Since he's the one who set-up the game and he can't enable dlcs he doesn't have so they aren't enabled in his game.
I pretty much do this for CK2, since my friend has every DLC and I'm missing everything from Horse Lords onward. Which means I can effectively play the full game in MP until I get the money to catch back up.
You'll be able to use it in single player games or if you are the host in multiplayer but if you aren't the host you can only use what the host owns.
