win the invasion and after that you still have the troops event forever :D BUT you need to wait go to war until threatening level goes down.
after that go war against ireland and then scoland, REMEMBER you character MUST have all king titles to get the achievement.
if the pope doesn't grant the invasion, you can try to play the marriage game. see if you can get an english princess as your wife (or your sons wife) and a few decades later you'll be playing the offspring of that couple who inherited a claim on england (or maybe inherited england peacefully if all other guys before him in the line of succession have tragic accidents)
alternatively, search for people with existing claims (preferably strong claims) on english duchies. there's a "claimants" button for every title so just go through their duchies one by one and see if any claimants are willing to join your court.
once you found a suitable pawn, make room in your realm to land him (otherwise pressing his claim will not conquer the title into your realm but simply replace one english duke with another)
if necessary, you can give him a county in your primary duchy (you can later plot to revoke it without tyranny). or revoke the county of some vassal. if you're rich you can also just build a new castle in a random vassal county and give it to the claimant).
then declare war on behalf of your claimant, defeat the english and before your press "force surrender" give the claimant the county you freed up to turn him into a landed vassal (so he remains your vassal and adds his new duchy to your realm).
then revoke the stuff from your claimant pawn afterwards (that's optional - you can also just keep him as your new vassal duke)
rinse and repeat until you can usurp the kingdom of england which gives you de jure CB against its former vassals that become independent through the title usurpation.

i did that and i was successful but i went back a couple of saves because i thought that managing multiple kingdom titles that aren't assembled into an empire was a pain in the ass.
