There are also tier 4 crafted weapons now:
What fascinates me is the tier-4 stuff. Doubtless it will be near-impossible to get, but damn it would be baller to have.
For instance, in my current playthrough I invited a claimant Lombard prince. His claims never led to anything but when he died I inherited the Iron Crown of Lombardy (a tier 5 item) so I had no need for any crafted crown after that. I also inherit quite a few swords/daggers and I keep gifting away the lower quality ones. Same with armor, scepters, amulets etc.
When the mechanic first came out (and probably why they changed it) it made the most sense for Tribal Characters. Your annual income was so low you could easily get 6x your income from raiding and if you subjugated your neighbors it was also super easy to get the 2k prestige and get the max level gear. And they needed it the most, being super combat focused.
But alas, those halcyon days are gone.
Off-topic, but I remember I used to switch religions around all the time to get a complete set of crown jewels... Go christian for the crown, go muslim for the bracers, go dharmic for the necklace, etc.
