After that, do whatever.
The dynasty pack has the recommended most used dlcs.
But you think 40 is fine for all the mechanical dlcs, then go for it.
Though I still wouldn't recommend using all them at once, and just turn them on slowly as you get a feel for the game.
I'd say just spend 10 bucks and grab OLD GOD's, and way of life.. then start a game in ireland and play tribes as you learn the game.. Tribes are a lot of fun, and then you can work your way into fuedal with castles and such..
with tribes you can raid too, if you get ships, you raise troops and in your land click the little icon in the uper right corner of the troop box to switch um to raiders.. load um on ships and send um off to small lands and loot them for gold! Lots of fun :)
If you really enjoy the game, think about more later, they have sales all the time, and sometimes are 75-80% off, but the 50% are a bit mroe common these days.

How are these to start for $48? Should I add the unit packs?
The unit packs are purely cosmetic, they won't impact your game at all.
By the way, the DLC collection isn't up to date, as it only contains DLCs released until March 2014 (most notably, it's missing major DLCs from Charlemagne onwards); besides, it's mostly a bunch of cosmetics and songs, nice for immersion, but totally optional.
Among cosmetic DLCs, the unit packs are without a doubt the least meaningful, as you'll see those units only when at war, and only when the map is zoomed.
Portraits, on the other hand, are something you'll look at very often during any playthrough, and seeing the same western faces over and over gets boring quickly.
Sure sounds like it - I already have a majority of the main DLC's but it's still $47 for the random ones I don't have.
