How do i adopt feudalism? / How do i build a Castle?

So, adopting feudalism requires Tribal organisation, not a problem, but it also requires a Castle. All the helpthreads I read implies that a stone hillfort(I have lvl4) is upgraded to a castle when feudalism is adopted.
But: How do I go about adopting feudalism whan I cannot upgrade to a castle which is a requirement?
Is this a moment 22 bug, or am I missing something?
I assume the latter.
Help?

you need an upgraded hillfort OR a castle, not both.

You also need reformed pagan faith or adopt a non-pagan to adopt feudalism.

I have upgraded hillfort, catholicism, maxxed out tribal, and the x next to castle was still red.

You adopt feudalism from the "intrigue tab"

of course it's still a red X if you don't have a castle, but the castle and hillfort are not "AND" conditions. they are "OR" conditions. don't remember the exact wording, but it's probably something like

One of the following:
(*) Stone Hillfort in Captial
(X) Castle

You should not reform your religion, because it's a long period to do it.
Select religion focus.
Also find a marriable christian woman/man. If you can. Some of them are not able to marry with other religions.

If it lets you press the button then you're able to do it. The requirements tabs are a bit weird to read 'cause some of them have "one of these must be true" tags before them, where you can do either of the things but don't need both.

It did not let me press the button. Half of sweden are now catholic, but My tribal is forced down. Ok. I'll raise it up once more and try again. At least i know that there is no "build castle" button hidden in a submenu that I'm missing. Thanks.
