Unable to appoint councillor
When I try to appoint people to my councill it doesn't let me. When I hover the mouse over and see the reason why they don't want to join, it says:

"(X) We have any honorary titles titles to grant [Name of the person]"

This is quite annoying since some of these people have nice stats and I would make nice use of them, but I can't appoint them even though I still have Honorary titles available such as Cup Bearer, Master of the Hunt and all that.

Edit: I do have the Conclave DLC btw

Edit 2: Here is another screenshot. I want to appoint this woman to be my chancellor but for some reason I'm unable to. She is at my court but the button is still grayed out. She is not on the screen when I click "Appoint". I have the law that lets me have woman as chancellors too.

try going into your council tab and using the appoint button there. i'm guessing you have people already assigned for each job so you don't have any available positions without firing someone which makes the person fired mad so this is probably paradox's method of making sure you don't do that on accident

the button locks when some one is in that position in your council use the council button ro check your council and click the appoint button, remember tho it will fire the current character so there opinion will drop.

Those are not council seats. The advisor positions (available at king and emperor tiers) are councillor positions and also treated as honorary titles in the game files. That's why you see that prompt. None of the honorary titles that you can actually assign come with a seat in the council.

That's the thing. Even when I try to appoint them through the councillor menu, I don't see their portrait to click on . I even tried to fire someone and make sure I have the councillor seat available, then go to their portrait and the button is still grayed out.

is the person you're trying to give a position to in your court, or one of your vassal's courts?

Yea , so what I did was I searched people for the highest Intrigue skill and invited the guy on the picture to my court. I fired my old spymaster to make sure I have the seat available, but I still couldn't see his portrait and when I right clicked him the button was still grayed out.

Possible reasons: You have invited the guy but he has not yet arrived, or never arrived at all. Check his location, given what you've said he should be in your court at your capital.

Another, he is at your court but for some reason is unavailable to accept positions, being In Hiding is a good example of that. Check for status like that or Incapable, which is another.

Are you able to appoint other people to the council? If so, then there must be something wrong with the guy in the screenshot. Only thing I know of is that you can't appoint someone you recently fired to the council. That probably isn't the case in your situation, but there might be other stuff I'm not aware of that prevents it.

Unless I'm missing something here, I can't see how that character could be appointed to a chancellor position under the normal game rules. Even with status of women: full law in effect only women related to the ruler can be chancellor. I note she is danish & you are ruling Ireland, what is her relationship to you?

Just to confirm, these problems you are encountering are related to a limited number of characters? Are you playing with any mods?

Oh, so woman can only be appointed to the council if they are related to you? That makes sense, because other females on the list would be my kinswomen , sisters and daughters. However I don't think it says anywhere that they must be related to the ruler to be appointed, but maybe I just need to pay more attention.

I must be honest, I thought the maxed out rights of women laws did allow any female to be appointed (I've never played a game through that far) but an examination of those laws shows it's not the case.

So, we've both learned somthing, which is good. Hopefully, the mystery is now solved.

Yes I think so, and the guy on the first picture I think was in someone else's council and when I invited him to join my court he got fired from theirs (?) and thus had the fired from council modifier. I haven't actually checked but that would make sense I think.
