Raids to steal artifacts
Just wondering if you need a boat or an adjacent province in order to steal artifacts via siege? I know you do for gold just wondering if its necessary for these>

you probably do, but you should have the boats there in any case for the money and the quick escape if need be

You don't need boats to steal artifacts. Artifacts have a low chance to be stolen after a siege. The siege doesn't need to be a raid.

ok cool im just gonna try raiding even if i get no gold and hope i get this event.

There are some artifacts you get from Raiding, though; the +2 Axe and I believe the Locked Box as well. Neither are particularly interesting, though the Axe is a nice bonus if you can't afford a high-quality weapon from a smith yet.
