Another option, if you have Jade Dragon and in dip range of China, is to save up 5k grace, ask China for an invasion of the HRE and if they win, it will destroy all king or higher level titles held by the emperor, making all his direct vassals become independent.
Best bet there is to wait for a weak emperor and strike when he is busy with a lot of revolts and or external wars. Its no guarantee he might not concentrate on you, but its a good chance, then quickly seize all the lands you want to get from him and peace out before he has dealt with his other problems.
Basically this... waiting for a massive revolt that cuts their armies in half and has them busy fighting themselves and/or others.
You can use Spymaster to sow dissent in their lands... no idea how effective it is, but I always use it when waiting for revolts in another empire, seems to help, idk.
Then use the best CB you can on them, hopefully a Great Holy War if that's possible, as that can have others join and attack them as well and you get a whole Kingdom. Careful though with holy wars they could siege the lands you want and your vassals or allies will get it. Still better than HRE having it but you get what I mean.
Just make sure you declare war well before the war is over, don't do it if it's like 99% won already, it could end and re-unite and leave you in a bad spot. Check the war score and get an idea of both sides of the revolt, you may want to attack the actual revolt instead. Or Both!
