They will rarely offer a more extreme sale. I actually got the base game when it was free. They had most of the DLC at 75% off for the last CK2 anniversary not long ago and I expect it will happen again on a future anniversary if you are patient. Also keep an eye on Humble Bundle and the Paradox Store as they offer different and sometimes better discounts than Steam.
Go for the Royal Collection instead, it includes the base game and only all of the expansions instead of the extra baggage, and is cheap in comparison.
And honestly CK2 is the only Paradox game I've played that didn't feel quite empty w/o expansions anyways. If only I:R could turn out like this game in the future.
Just play and add expansions as you go on, go for cosmetics if you care enough.
And 'entry fee is too much'
Mank the 'entry fee' here is technically 10 dollars lmao.
If we go by the hour = dollar rule, this game would cost $800+ for me. (Luckily games aren't sold like that though, because it'd be ridiculous, point is though that it's worth every penny I've paid.)

Just the very principle of having to buy all the cosmetic stuff separate makes me not want to ever buy them. It is also annoying that there is so many of them and they all seem overpriced. I am willing to pay for them, but they really need to bundle them all and put in a big discount. Paying like $100 for units and pictures of people is kind of crazy.
If you really enjoy it (the learning curve is step), go for the Royal Edition (which include all the content DLC) rather than the Imperial Edition (this one includes everything up to cosmetics and music, you don't really need all that stuff to have a complete game gameplay-wise).
If you want to send them a message you need to do the following: Don't buy the damn game. Boycotts only work if you have the willpower to miss out on the stuff you want, which is why it will never work.

The price of the 7-year-old game, which has been continuously updated, is 39,99 Euro, currently on sale for 9,99 Euro. Paying more? You are getting DLCs which are _not_ 7 years old and add substantial content to the game.
This is very useful information and you are very gracious to provide it. I am sure that a 20 year old video game publisher with over 400 employees, a listing on Nasdaq First North, and revenue over over 1 billion SEK per year (with EBIT of almost 500M SEK and a net income of over 350M SEK) is completely unaware of this simple fact of basic economics.
As soon as someone at Paradox sees your insightful post they will pass it up the chain until it reaches their CFO. I just hope the poor man doesn't die of a heart attack when he suddenly realizes that the markets work this way. :(
