It's an inaccurate tooltip. You can raid if your religion (Pagan or Hindu), government type (tribal, nomadic) or culture allows it.

Norman can't raid by themselves, but they do have a flag that makes them raid with ships if their religion or government allows it.

The tooltip is misleading, kinda like "can raid infidel neighbours for loot" (you can actually raid everybody, infidel or not).

In this case, "can raid overseas with ships" means that AI characters of these cultures, if allowed to raid, will prefer coastal targets.

However, only two of them (Norse and Berber) actually enable raiding.
Players can always raid with boats, if allowed to raid at all.

TL;DR: if you want to raid as a Christian, you need tribal government, or a raiding culture.
Raiding cultures are Norse, Berber, Hungarian, Nahua, Nepali, Tibetan group, Altaic group.

You can look for Norse characters to educate your kids, there usually are some at the Varangian Guard, and sometimes in random Scandinavian courts.
Or randomly generated Court Physicians.

However, you won't be able to convert Norman, Norwegian, Swedish or Danish provinces back to Norse until 1150 AD.

Otherwise, if you're fine with any raiding culture, the next best choice would be Hungarian (Hungary is usually Catholic) or Turkish, Cuman, Pecheneg (from one of the Orthodox mercenaries).

You need to follow a religion that allows it, you can't raid as a Christian unless you enable so in the game rules.

The head of the Varangian Guard should be Norse.

This is incorrect. Raiding can be enabled by government OR religion OR culture. You only need one. Christian religions do not enable raiding, but they will be able to raid if they have a raiding government or culture.

For example, I have played many games as a feudal Norse Catholic. Neither feudal government nor the Catholic religion allow raiding, but Norse culture does, and I've raided like crazy. :)

For the record, Jurchen is one of the better raiding culture in the game. Being Altaic they also have access to wolf child events, and it is one of the cultures that can switch government to Chinese imperialism.

Khazar culture is also pretty good - they also get wolf child events, and while they can't adopt Chinese imperialism, they get special buildings in Silk Road trade posts. :)
