Can't create The Holy Roman Empire.

I have all de jure territories of the hre and I am a german catholic but can't create it.

Hover your mouse over the "Create" button and it will tell you what conditions aren't met.

If you still don't know why after that, post a screenshot and someone here will probably be able to help you.

HRE is created for the first time as a decision in your intrigue tab. Check it if you meet all the conditions.

HRE seems to be only creatable through a decision.

It cannot be usurped. To acquire hre while someone alredy holds you need to push claim or faction or inherit it.

it says this exactly: ,,You need to control 80% of its de jure counties to create this title. Currently you control 100% (25/25). Creating this title would give you 800 prestige and cost you 300 gold and 400 piety.'' And then it says: Special creation condition:
Never.

is it maybe related to the fact that I took over the papacy??

Here are my results: There is no decision to make the HRE. I can't create it through the other thing either. What else do you suppose I do?

Make sure youre adult and not incapable, also not have any traita, diseases etc... That would make you require a regent, pregnancy counts aswell.

Any chance thay thankmar won the rebelion in iron century? I think that permanently disables the formation of HRE

Has the e_roman_empire been activated? Are you holder of e_byzantium?

Name us all of the empire tier titles formed in your game, i think that if any of these tirles : hispania germania britania francia italia are held by another Christian it disables the hre formation.

And if everything else fails, make a backup of your save and give the pope independence and tell is how it went, maybe upload your save game to us so we can take a look and fins the issue.

Also i think that if you yourself are the pope that it might be bugged
