You should have 20+ councillor skill and good traits. Traits make it less likely that councillor accepts a bribe that prevents claim fabrication for a year. If you have a good councillor then you should be gaining a claim once in 6 years on average. Bad once will quickly require 20-50 years on average.
and then there is another mod called "Faster Council Actions", which increses
the likelyhood of council actions like claim fabrication to happen.

If you refer to the new CBs, they are limited to the DLC, apart from the hostage releasing CB.
