Report a translation problem
I think your previous character probably only had one ducal title, or else he/she was not the emperor. Or else you were mistaken and just didn't notice the opinion penalty.
I apologize if this is not clear.
Every vassal gets this opinion hit. Or at least that's what I think. It might be every direct vassal or every vassal that holds an elector title.
In response to a previous post: I have approx 16 dukes with votes.
