To resolve 1) and 2), just have him educate a kid and hope that kid get Horse culture.
Then make that kid a ruler.
Then he'll just keep pulling in Horse characters. And that's grand.
Also might have just been a coincidental other Glitterhoof, but i want to believe.
I'm pretty sure the orginal event glitterhoof can't (won't) have ambitions or plot, but any "horse" characters spawned in via decision can.
