Haven't seen it listed as a bug anywhere, but it seems like one to me.
Because it's useful for the rest? Which is far more than 20%, by the way. It's great for all of the Zoroastrians in Persia, for the East Africans and the Armenians under Muslims, for any Shia Muslims under a Sunni ruler (useful to go "legit" once the Shia Uprising event fires). It helps for the western Indians dealing with Muslim invaders and any pagans under Christians in North/Eastern Europe. It's a pretty useful society, it's just not as useful for the rare occasions of being a Christian under another Christian is all.
does anyone know a workaround that i can use while waiting for the fix?
Sorry for my necro. To fix this, just change the other persons religion via console command.
religion Unique ID norse_pagan should be the command to do so. Although I wouldn't do this very often to avoid future problems.
